Oregon's primary slower-traffic keep-right rule is found in Oregon Revised Statutes §811.315.
A driver traveling at less than the normal speed of traffic at the time, place and under the conditions then existing generally must drive in the right-hand lane available for traffic or as close as practicable to the right-hand curb or edge of the roadway.
The rule does not apply when the driver is overtaking and passing another vehicle traveling in the same direction or when preparing to make a left turn at an intersection, alley, private road or driveway.
Oregon also has broader rules requiring drivers to operate on the right side of the roadway and to follow lawful lane-use and passing requirements.
Unlike states with a specific statewide rule reserving the far-left lane exclusively for passing, Oregon's main rule focuses on vehicles traveling slower than the normal speed of traffic.
Exceptions
- Overtaking and passing another vehicle traveling in the same direction.
- Preparing to make a lawful left turn at an intersection, alley, private road or driveway.
- Following other lawful traffic-control or roadway requirements that require a different lane position.
Penalties
Failure of a slow driver to keep right under ORS 811.315 is classified as a Class B traffic violation.
